Under the City of Miami Special Event Permit, open-air music festivals, concerts and other noise-generating events on City-owned property are permitted only between 7:00 AM and 11:00 PM. Programming past that window on city property is not a negotiation, it is a different venue.
The City of Miami prohibits loud, unnecessary or excessive noise between 11:00 PM and 7:00 AM. Miami-Dade County's ordinance separately bars any unreasonably loud, excessive or unusual noise at any hour, which is why indoor venue selection matters more than volume alone.
In Miami Beach residential areas, amplified music and outdoor gatherings are generally held under 60 decibels after 10:00 PM. Miami Beach also states that late application fees for special event permits cannot be waived, so the filing date is effectively fixed.
